With just a few days remaining to the official launch of the latest immigration structure that will proffer trained visitors Express Entry into the Maple Leaf Country, the administration has divulged, for the 1sttime, the particulars of the points system it will utilize to choose workers from abroad.
Even as the government had pledged that the fresh arrangement will have "in demand" aliens in the country inside 6 months, some detractors have aired concerns that the program is similar to a job bank and it could be used administration and business.
Come January1, and qualified aliens will be matched with available employment openings where there are not Canadian workers accessible. Post filing a petition online and duly registering with the job bank of the government, candidates will be made part of a bank. Only those who have the highest points will be provided the prized Permanent Residency (PR).
Not more than 600 points will be proffered to qualified aliens who get a permanent employment offer from a Canadian recruiter/job-provider,or who have been proffered nomination for immigration by a Canadian territory or province.
As per the current Immigration Minister, these candidates will be the ones who will be "picked first" even as the alleged "first draw" for petitions for PR is listed for January end.Trained visitors will obtain a maximum of 1,200 points on the basis of some factors in two new streams:
Not more than 500 points will be assigned for what the administration asserts are "core human capital factors", including age, education level, language skills, and job experience in the Maple Leaf Country.
Not more than 100 points will be given for "skill transfer ability factors," and these comprise a grouping of education level, overseas employment experience & a credential in the trades. Not more than 110 points will be given for age. Just the aspirants who fall between 20 and 29 years will get the maximum points in the class, while those who are 17 and below or 45 and more will attain no points.
Likewise, a candidate who has a degree that is comparable to a PhD in value will obtain 150 points, and this is the highest allocated for level of education. Candidates, armed with the corresponding qualification of a high school diploma, will not get more than 30 points.
Fears over Absence of Openness, Strategy Change
A comprehensive list elucidating how aspirants will be given positions, and chosen on the basis of the issues mentioned above, was published recently in the Canada Gazette. According to an immigration lawyer and policy observer, though he supports some immigration improvements made by the Conservatives comprising the latest reform to the caregivers’ scheme, in the matter of Express Entry he is somewhat worried about the absence of transparency.
He stated that though there is not any harm in trying for one time, the design flaw is there, and there isn’t any clearness, error, or responsibility for the running of the latest structure. And the same is a recipe for ‘unwanted’ political meddling. He added that the result may be duly justified, but one will never learn the reason why one similarly qualified individual received a green signal and made the cut at the cost of another. He stressed that the government will effectively have complete powers in choosing the victors and losers as a substitute of processing petitions on a first-come, first-served ground, the way it is at the present.
